As per sub-section (5) of section 42 of the Electricity Act 2003, every distribution licensee shall, within six months from the appointed date or date of grant of licence, whichever is earlier, establish a forum for redressal of grievances of the consumers in accordance with the guidelines as may be specified by the State Commission.

In exercise of the power conferred on it by Section 181 read with Sub-Section (5) to (7) of Section 42 of the Electricity Act, 2003 (36 of 2003) and all other powers enabling in this behalf, the Haryana Electricity Regulatory Commission, to provide for a system of redressal of consumer grievances, has made Regulations called Guidelines for Establishment of Forum for Redressal of Grievances of the Consumers and Electricity Ombudsman Regulation, 2004View Document(150 Kb).
